Objective of ULI St. Louis’s Technical Assistance Program
The TAP panel provides expert, multi-disciplinary advice to public agencies and non-profit organizations facing complex land use and real estate issues in the St. Louis metropolitan area.
Drawing from its extensive membership base, ULI St. Louis conducts panels to offer objective and responsible advice on a wide variety of land use and real estate issues ranging from site-specific projects to public policy questions. The TAP is intentionally flexible to provide sponsoring organizations a customized approach to specific land use and real estate issues.
How a TAP can help a public agency or non-profit organization
A TAP can help to address a broad range of issues, including:
- Evaluating a community’s development / redevelopment strategy;
- Evaluating growth issues including economics and management;
- Analyzing the re-use potential of existing properties;
- Identifying key economic and land use issues relating to public/private land use situations;
- Evaluating specific development and land proposals or issues;
- Assessing overall development strategy and business planning for public agencies;Developing criteria for evaluating RFPs
Who serves on a TAP?
A TAP consists of 3 to 7 ULI St. Louis members chosen specifically for each assignment. Depending on the assignment, panel member might include developers and owners, investors, planners, engineers, market and financial analysts, as wells as members of the public sector. Panel members volunteer their time at no cost.
The TAP Process and Deliverables
Panels typically last 1.5 days, during which panelists tour the area, meet with stakeholders, and work to produce an initial report of findings, presented at the end of the second day.
After the panel is completed, the findings are compiled in a summary report that is submitted to the sponsoring agency.
It is the responsibility of the sponsoring agency whose project is selected to compile a briefing book for the panel containing appropriate background documents, provide a site for the panel to meet, arrange a tour of the area, identify stakeholders to meet with the panel, and provide a venue for the presentation of the panel’s recommendations.
TAP Application and Schedule
After completing an application, members of the TAP Committee will arrange an initial meeting to understand and refine the assignment objectives as well as identify key issues. Decisions on whether the committee can accept the panel assignment will be determined shortly after the initial meeting.
A two- to three-month lead-time may be necessary to provide sufficient time to assemble the best available panel members, compile briefing materials, and plan for the logistics of the TAP. ULI St. Louis charges a fee of $7,500 for each of its panels to cover associated costs and staff time.
